Checklist for filing reports, taking passport photos, and obtaining emergency travel documents.
Step-by-Step Replacement Protocol
1
File a Police Report
Walk immediately to the nearest police box (Koban) and file a lost property report. You must secure a physical copy of the Certificate of Loss/Theft Report containing your official case reference number.
2
Take New ID Photos
Locate a digital photo booth inside a train station or convenience store (such as Ki-Re-i booths). Select the official passport-size dimensions setting.
3
Visit Your Embassy
Travel directly to your country's embassy or consulate general office in Tokyo or Osaka. You must do this in person to process emergency papers.

Bring these items to your embassy for emergency travel papers:
- •Police Report Certificate (Loss/Theft reference number)
- •New physical passport ID photos
- •Proof of return flight itinerary
- •A digital copy/photo of your lost passport (if saved on phone)
